Is the primary mission of public education to provide rigorous academic instruction? Or is it to promote good citizenship? What about creating a skilled, career-ready workforce? According to the 2016 PDK Public Attitudes towards Public Schools survey, there is no clear consensus on the purpose of education. Less than half (45%) of respondents say academic success is a primary goal, and only a third of this segment “strongly” believe so. About 25% both mentioned citizenship and preparing students for work.
When asked to choose, 68 percent to 21 percent said they would like to see schools focus more on career/technical skills-based classes rather than offering more honors or advanced academic classes.
Purposes Of Educational Statistics
“The American public does not agree on a single purpose for public education,” said PDK International CEO Joshua P. Starr. “And this despite the emphasis on academic achievement over the past 16 years. This tells me that the standards and test-based reforms of the Bush and Obama administrations have taken into account only a fraction of what the public wants.”
“With the right curriculum and pedagogy,” Starr says, “these goals don’t have to be mutually exclusive.” Still, the public is clearly looking for a stronger connection between the classroom and the workplace — a sure sign that economic anxiety and uncertainty linger nearly a decade after the Great Recession began in 2007.
According to the survey, the public still gives high marks to their local schools. 60 percent of parents with at least one child in a public school grade level rate their school as an A or B. However, as PDK’s survey has previously found, there is a difference between how people see their local school and how they feel about schools nationally. Only 24% of the public gives a positive rating to the country’s schools – an increase of 7 points since 2014.
How a parent feels about a school’s ability to keep them informed seems to be an important factor in their evaluation. According to the study, parents who are very satisfied with the school’s communication are three times more likely to give their child’s school an A than those who are less satisfied.
Long Term Overview
“Satisfaction and participation go hand in hand,” the PDK survey concludes. “Parents who positively value their school by keeping them informed, inviting them to visit, offering them opportunities to participate, and showing an interest in their input are more likely to feel engaged with their child’s school in general.”
For the 15th year in a row, more Americans (19%) believe a lack of funding is the biggest problem facing public schools, and a 53-45% majority favor raising local property taxes to improve public schools. Additionally, if taxes were to be raised, 34% of respondents said they would like the revenue to go toward hiring new teachers and raising their salaries. Seventeen percent cited more supplies and technology, and an equal number would use the money for classes and after-school programs. Infrastructure improvements and new schools were selected as the focus of 8 percent.
