What Is The Purpose Of The Federal Government – This is the fourth installment in a series of short reviews that look at what Americans want political candidates and elected officials to do about the most important issues of the day. The first review looked at the top consensus issue leading up to the election – the economy and inflation. The second focuses on three high-value issues—abortion, critical race theory, and gender identity. The third review looked at three additional hot-button issues featured in this year’s campaigns — gun control, immigration and climate change. This review looks at the big picture issue of the public’s relationship with the federal government and what the public would like to see if they had a say.

Americans’ relationship with their federal government has been a problem since the nation’s inception. The United States was founded on the concept of individual freedom and liberty and freedom from tyranny by a central authority (ie, the monarchy). Yet the Founders saw the need for a new type of central authority (ie, the federal government) as they envisioned a growing nation as the best way to function and survive. Controversy has ensued ever since.

What Is The Purpose Of The Federal Government

Today, Americans cite issues related to their government and political leadership as the most important issue facing the country, like no other. Many other measures of Americans’ views of their government are deep in negative territory. Trust in the three branches of government is low. A majority of Americans say the federal government is not effective in making a positive impact on people’s lives. The federal government itself is given a very low positive rating; Congressional job approval is very low. The majority of Americans are pessimistic about the future of politics in the country. Two-thirds of registered voters say the government works mainly to benefit the political elite. etc.

But here is a paradox. While disparaging their government in response to some questions, Americans told pollsters in response to other questions that they appreciate the services provided by the government.

Gallup polling shows a majority of Americans say the federal government should be responsible for a number of social functions, including protecting against foreign threats, protecting against unsafe goods, preventing discrimination, maintaining the nation’s transportation system, and protecting the environment. Protecting and ensuring Americans have adequate health care. Pew Research recently found that more than half of Americans agree that the federal government should play a “larger role” in addressing measures of 12 different tasks. And, Americans have generally been positive about the massive government spending that has continued in the years since the pandemic began.

Americans are generally negative about government, while at the same time acknowledging that government performs positive functions. This suggests, in turn, that leaders and elected officials need to be careful in taking extreme positions, either harshly criticizing everything the federal government does or focusing on expanding its role. In order to reflect public opinion, leaders must understand that the public perceives the federal government to be highly flawed, while at the same time seeing it as essential to the continued functioning of the nation.

This conflicted nature of Americans’ relationship with their government is clearly evident in the data measuring perceptions of government power.

Local Government Priorities In The Federal Budget

My colleague Jeff Jones recently reviewed data showing that Americans have shifted in recent years to the view that the federal government has too much power and that government is doing too many things that leave out business and industry. must be given

At the same time, Americans are positive about many of the functions of government and positive about the jobs that an extraordinary number of government agencies and departments are doing.

Gallup data show, for example, that Americans give positive ratings to the US Postal Service, NASA and the CIA (and the US military), while being far less positive about other agencies and departments. A few years ago, Pew Research used different question wording that reflected a more positive picture; Americans in the survey had favorable ratings on all but one agency or department test. And a 2021 survey conducted by the Partnership for Public Service found that a majority of Americans have a favorable opinion of many government agencies, although in the same survey, the favorable rating of the “federal government” was well below the majority level.

In 2019, Gallup found that a majority of Americans said the government should have more responsibility for a list of 7 out of 11 government functions. (Fewer than half said the government should take more responsibility for upholding moral standards, reducing the income gap, or protecting large American corporations, but no majority said the government should have less responsibility. ) the same year, Gallup gave Americans A five-point scale to measure perceptions of the appropriate role of government. So, while the data on government power might suggest that, if the people have their way, the federal government should scale back what it does and reduce its role in American life, other data bear out that conclusion. worth it. Americans recognize that government performs many desirable functions, and in some instances, take credit for doing them well.

A headline from a recent Pew Research report provides a useful summary: “Americans’ views of government: Decades of distrust, steady support for its role.”

Several recent presidents have stepped up efforts to make the federal government run more efficiently and effectively. The Clinton-Gore administration announced the “National Partnership for Government Rebuilding”; Donald Trump tried to “fix the Deep State”; And Joe Biden has signed an “executive order to transform the federal customer experience and restore trust in government on service delivery.”

Most polls do not directly reflect Americans’ views on such efforts. But I think it’s a safe assumption that Americans will find little reason to oppose such plans to increase the effectiveness and efficiency of government and improve service delivery.

What Is A Limited Government, And How Does It Work?

A 2021 poll conducted by the Partnership for Public Service, for example, found a large majority of Americans found government too bureaucratic, wasteful and inefficient, among other things. (Although Americans were more positive about federal employees per se.) And a 2019 Gallup poll showed 7 in 10 Americans agree that businesses can do more efficient work than government.

Americans over the years have shown a consistent preference for their elected leaders to compromise to get things done rather than stick to their beliefs or principles, advance their party’s political agenda, or fight for personal values.

This desire for compromise stands in contrast to the widely recognized increase in polarization in American politics. As I noted in a recent analysis, the structure of today’s politics can reward candidates and elected officials who ideologically play to relatively narrow audiences who regularly vote in party primaries and Those who are less interested than the general population. This puts politicians who might want to compromise in a difficult position.

The structure of today’s politics, in short, is far from compromise, even if the majority of people say that’s what they want. But difficult though it may be in practice, elected officials would do well to pay attention.

Another thing is clear from a review of recent data: Americans support a laundry list of structural reforms to the process of electing politicians in this country. This is consistent with the general conclusion that the public is more negative about the men and women who are elected to oversee the government than they are about the government itself.

Gallup has been asking Americans about this proposition for nearly 80 years, and has never found less than majority support for the idea.
