The United Nations (UN) has set 17 goals that are a universal call to action to end poverty, protect the planet, and ensure that everyone enjoys peace and prosperity. They were adopted by all UN member states in 2015 as part of the 2030 Agenda which set out the actions needed to achieve them.

Although progress has been made in various areas, overall, more actions are needed to achieve the SDGs. In September 2019, world leaders at the SDG Summit called for a decade of action, to improve national implementation and strengthen institutions. Tackling growing poverty, empowering women and girls, and addressing the climate emergency are at the heart of the decade 2020-2030.

Sustainable development is often referred to as ‘sustainability’. The concept of sustainability consists of three pillars: economic, environmental and social. Sustainability is about finding the right balance and understanding the long-term benefits of economic development that protects the environment and society. Although the word ‘sustainability’ brings to mind terms such as recycling, energy efficiency and eco-friendly, it is much more than that.

Social sustainability focuses on creating communities that are equal, diverse, connected and provide a high quality of life, taking into account all the things that the communities in which they live need. It also ensures that future generations enjoy at least the same quality of life as we do. To protect the public, we must take care of our home, planet Earth. Environmental sustainability is interacting responsibly with the planet to maintain its natural resources and climate. Of course, to achieve the right balance, economic sustainability should be part of the decision-making process. It requires a long-term approach, and the benefits must be weighed against other aspects of sustainability.

Modern cities bear the full burden and responsibility of making the concept of sustainable development work, as they are the ones most threatening its implementation. The sustainability of cities depends greatly on the form of public governance and decision-making; indeed, that interdependence is a prerequisite for all relevant progress in the sustainable development that many European cities strive to achieve. An integrated approach to governance in European cities is clearly the most effective approach to achieving urban sustainability, as it includes the coordination, cooperation and integration of sectoral policies and the participation of different actors at all levels of governance . Considering the importance of the concept of sustainable development in public policies and concepts of urban development today, the aim of this paper is the interdependence and complementarity of the multidimensional concept of sustainable development and the integrated approach to urban governance to present. The empirical part of the paper is aimed at analyzing documents used as a normative basis to provide answers to the research question: Are there elements of an integrated governance approach in the City of Zagreb, and is the interdependence of the two concepts recognized in the normative framework ?

Demographic trends, environmental threats and more intense economic activity observed in recent years have provided a wide fertile ground for new issues that have emerged in cities. According to the United Nations [1], in 2015, half of the world’s population, or 54% (4 billion), lived in cities, and by 2035, this is expected to rise to 62% (5.4 billion) . Almost three quarters of the citizens of the European Union live in the built-up areas (cities, settlements and suburbs), and this is expected to increase to 79% by 2035[1]. Considering the current environmental, economic and social pressure on cities, as well as the pressure in the coming period, sustainable urban development is shown as one of the main global development goals. Pill [2] emphasizes the importance of ongoing political discussion on how cities are managed, who does it, whose goals guide their management and—crucially—who manages them. In particular, achieving the sustainability of cities depends greatly on the form of public governance and decision-making; this interdependence is, in fact, a prerequisite for making all the relevant progress towards sustainable and transformative development that many European cities strive to achieve. Regardless of the modern development concepts on which the cities’ development strategies are based (smart, green, resilient, inclusive), they must find their place in the concepts of sustainable development and the integrated approach to of development.

The following sections address the multidimensionality of the concept of sustainable development, subsequently drawing on the recommendations of the integrated approach to urban governance to subsequently present an overview of the evolution of the concept of sustainable development in the context of the integrated approach. The empirical part is aimed at presenting the implementation of the integrated approach by reviewing the relevant normative framework of the City of Zagreb, ending with some final reflections.

To understand the complementarity between the integrated approach and sustainability, it is necessary to establish the basic arrangements of the concept of sustainable development. This paper does not focus on the concept of sustainable development as such, nor does it analyze the extent of its operation at a local or urban level. Due to the importance of sustainability in public policies and concepts of urban development today, especially in the context of cities, this paper aims to establish a certain level of understanding of the interdependence between the concepts of sustainability and integrated development, which will be presented in a brief overview of international documents.
