In 2015, nearly 200 governments pledged to try to limit warming to 1.5 degrees Celsius by the end of the century. But seven years later, when they meet again for a climate summit in Egypt, they are pursuing policies that will almost double the warming of the planet.

In order for world leaders to meet their pledges, they must dramatically reduce the amount of greenhouse gas emissions into the atmosphere every year. Greenhouse gas emissions were set to fall by 45% by the end of the decade and reach net zero by 2050. A key driver of this titanic shift would be clean electricity instead of fossil fuels, and electrification measures that include burning coal, oil and gas.

Most electricity is generated from coal, the dirtiest energy source, and from clean but still polluting fossil gas. Burning these fuels acts like a greenhouse around the Earth, warming the planet and making the weather worse.

Over the past decade, the share of renewable energy in the global electricity mix has been increasing rapidly, while the share of nuclear has been declining. The amount of fossil fuel in the mix remains constant.

Demand for electricity has doubled over the past two decades. In countries with rapidly rising living standards, such as China and India, people have been burning coal as governments connected people in rural towns and distributed megawatts to electricity grids for the first time. In rich countries with clean electricity, such as the United States and parts of Europe, people are switching from coal to gas as their primary source of electricity.

Renewable energy sources such as solar, wind and hydropower currently account for a quarter of the world’s electricity.

Fossil Fuels Still Dominate U.s. Energy, But Renewables Growing Fast

The development of renewable energy must accelerate. As manufacturers build more solar panels and wind turbines, the technology has improved, making the industry cheaper and easier to build. The costs of generating electricity from sunlight or wind have fallen dramatically, making them competitive with fossil fuels. In most of the world, building a new solar farm is cheaper than running an existing coal plant, not just building new ones.

The calculation does not include the costs of storing electricity on cloudy days with little wind, or the costs of breathing dirty air from burning fossil fuels.

Spending on clean energy is expected to reach $1.4 trillion ($1.4 trillion) by 2022, according to the International Energy Agency, a Paris-based organization led by energy ministers from most wealthy countries. But almost all the growth is in rich countries and China, where the costs of financing new infrastructure are lower. Middle-income countries have to spend twice as much to pay off their debt and struggle to get loans for projects. Financing is particularly difficult in sub-Saharan Africa, where 600 million people lack access to electricity.

Rich countries have pledged $100 billion a year in funding for the poor by 2020 to reduce emissions and adapt to a warming world. They broke their promise. The latest estimates show that they have raised $83 billion in public and private funding in 2020.

The share of low-carbon energy is increasing. But to keep global warming to 1.5 C, it would have to rise six times faster than historical rates, according to a report published in late October by two environmental research groups, the Climate Action Observatory and the World Resources Institute.

The International Energy Agency predicts fossil fuel inventories will be at their highest level in a decade at the end of October. In order for world leaders to cut emissions fast enough to meet their pledges, electricity grids had to become doubly clean by the end of the decade. In rich countries, they must fall to net zero by 2035 – offsetting emissions that have already been pulled from the atmosphere – and globally by 2040.

From the Mediterranean to Germany, California and beyond, dramatic images of the impact of extreme weather dominate this summer. Are we to blame for the climate crisis? The good news for climate mitigation is that renewable energy production needs to increase at least ninefold to meet the Paris Agreement targets. But this construction must be done quickly and wisely.

Renewable energy infrastructure requires a lot of land – especially the dry wind and large-scale solar installations – that we will need to meet our ambitious climate goals. Planting renewable energy in areas that support wildlife not only causes damage, but also increases the potential for construction conflicts, a prospect we cannot avoid. Building renewables on natural land can also harm climate change by altering forests and other areas that store carbon and serve as natural climate buffers.

Fortunately, there is plenty of land already developed to meet our clean energy needs—at least 17 times the amount of land needed to meet the goals of the Paris Agreement. But accelerating construction in these areas requires proactive measures now.

Clean and Green: Ways to Promote Renewable Energy, a new report from The Conservancy (TNC) calls for action that outlines six ways for governments, corporations and lenders to promote the construction of clean, green renewable energy.

Governments and utilities are developing long-term plans for how to meet energy demand and climate goals. They also establish procurement processes for new renewable energy generation and transmission. When this is considered in planning and procurement, renewable energy development is good for projects and can have a low impact on wildlife and habitat.

The guidelines help developers assess potential impacts on natural habitats and focus projects on areas with less impact. Such guidelines are more effective when regulators and lenders set clear standards and expectations for their implementation.
