The Homeland Security Program administers the independently surveyed Governors Homeland Security Advisors Council, a forum that brings together key homeland security advisors to governors from each state, commonwealth, territory, and District of Columbia to share best practices and set policy priorities. The Council has compromised individuals with diverse professional backgrounds as their homeland security advisors—from officers to law enforcement professionals to emergency managers.

There are 16 areas of critical infrastructure whose assets, systems, and networks, whether physical or virtual, are considered so vital to the United States that their failure or destruction would have a detrimental effect on security, national economic security, national public health or safety, or any combination thereof. Presidential Policy Directive 21 (PPD-21): Security and Resilience of Critical Infrastructure promotes national policy to strengthen and maintain a safe, functional, and resilient critical infrastructure. This directive supersedes Homeland Security Presidential Directive 7.
