Federal officials plan to approve a massive solar farm in the desert outside Las Vegas, clearing the way for a $1 billion project operated by billionaire Warren Buffett’s NV Energy that would provide electricity to residents of Nevada.

Enduring Heat Wave Continues To Choke The Southwest As High Temperatures Will Move East

At 690 megawatts of capacity on 7,100 acres, the facility produces more energy than the largest solar farm currently operating in the United States, a 579-megawatt plant in Southern California. The energy storage component — at least 380 megawatts of four-hour lithium-ion batteries capable of storing solar energy for use after dark — would also be one of the largest facilities of its kind.

14:29 January 1, 2020 Due to a calculation error in the original project documents, an earlier version of this article incorrectly stated the cost NV Energy would pay for combined solar and battery generation at $42.83 per megawatt-hour.

The project, called Gemini, is on federal land and therefore requires a sign-off from the Department of the Interior. The department’s Bureau of Land Management released its final environmental impact statement Monday, saying federal officials will likely approve the project within 90 days after a final round of public comments.

President Trump has rejected basic climate science, tried to roll back dozens of regulations affecting the fossil fuel industry, and has consistently criticized renewable energy. In March, he called solar power “very, very expensive,” even though it is now the cheapest source of electricity in most of the United States, and in December he again exaggerated the threat of wind turbines and eagles.

But Trump’s Interior Department appointees have crossed the finish line and launched several major renewable energy projects.

Gemini could be the third solar farm on public land approved by federal officials since Trump took office, joining the 80-megawatt Sweetwater project in Wyoming and the 500-megawatt Palen project in Riverside County, California.

The Bureau of Land Management released its final environmental analysis for another major Riverside County solar project, Desert Quartzite, in September, but has yet to release an official “decision record.”

The Gemini project “represents a significant increase in renewable energy capacity for Nevada and the West,” said Tim Smith, the bureau’s southern Nevada district manager, when the project’s draft environmental analysis was released.

“BLM actively supports the Department of the Interior’s America First Energy Plan, an ‘all of the above’ strategy that supports energy development on public lands,” Smith said.

The Trump administration has also issued several permits for the Chokecherry and Sierra Madre wind projects being developed in Wyoming by Philip Anschutz, the billionaire owner of Staples Center and the Coachella Valley Music and Arts Festival. If fully built, it would be the largest wind farm in the country with 1,000 turbines capable of generating 3,000 megawatts of electricity.

Lower prices and government support policies have continued to boost demand for renewable energy, even as the Trump administration taxed imported solar panels and recently rejected an extension of clean energy tax credits.

Onshore wind and solar power are the two cheapest sources of new electricity generation in the United States, at $28 per megawatt-hour and $36 per megawatt-hour, respectively, investment bank Lazard reported in November. Electricity from a new natural gas plant typically costs between $44 and $68 per megawatt hour, Lazard said.

NV Energy will pay an average of $38.44 per megawatt-hour for the combined production of solar panels and batteries at the Gemini project under a 25-year contract.

The addition of Gemini and two other solar-plus-storage projects “allows us to extend the benefits of renewable energy beyond the sun,” Doug Cannon, NV Energy’s president and chief executive officer, said last month.

“Today’s decision brings the environmental and cost benefits of affordable solar power to our customers,” Cannon said in a news release after the Nevada Public Utilities Commission approved power purchase agreements for Gemini and other projects. “We are proud to deliver our customers a renewable energy vision that supports Nevada’s economic and sustainability goals.”

Will California Have Power Outages Again This Summer?

Nevada Governor Steve Sisolak signed a bill last year that requires utilities to get half of their electricity from renewable sources by 2030 and a goal of 100% carbon-free electricity by 2050. NV Energy, owned by Buffett’s Berkshire Hathaway Energy and the state’s largest energy supplier, estimated that 24% of its electricity in 2018 came from renewable sources.

The Gemini project is being developed by Quinbrook Infrastructure Partners and Arevia Power and is expected to be fully operational by December 1, 2023. It will be built 30 miles northeast of Las Vegas, off Interstate 15, near two large solar power plants. already working on the other side of the highway.

Gemini “demonstrates NV Energy’s ability to combine solar PV technology with battery storage to capture and utilize Nevada’s renewable solar resource to deliver low-cost electricity and keep the lights on long after the sun goes down,” said Quinbrook founder David. Skysbrook said in a press release in early December.

Like many large-scale renewable energy projects proposed in the desert Southwest, Gemini has faced opposition from conservationists concerned about the impact on natural ecosystems and undeveloped landscapes. These critics typically support renewable energy, but say solar panels on rooftops and parking lots should be prioritized, and large-scale projects limited to degraded land.

Clean energy advocates are talking about what comes next, warning that climate change will require more immediate action.

Nonprofit groups including wildlife conservationists, the National Parks Conservation Assn. and the Sierra Club said in comment letters that the Bureau of Land Management’s environmental analysis of the Gemini solar farm indicated that construction and operation of the project could result in the deaths of 215 giant desert tortoises.

“There is no justification for this project that outweighs the importance of the desert tortoise, its habitat, and the BLM’s commitment to use its full authority to take action to promote the recovery of this threatened species,” Jeff Ardal, Conservation Biologist. Wildlife, wrote in September.

The Palen Solar Project in California faced similar criticism before being approved by the Trump administration in 2018. EDF Renewable Energy’s project will be outside Joshua Tree National Park. CleanPowerSF, the community choice agency that supplies electricity to San Francisco, recently announced it would buy 100 megawatts of power from Palen.

In California, state and federal officials have tried to resolve the conflict between energy development and conservation by developing the Desert Renewable Energy Conservation Plan, which protects millions of acres of public land and sets aside small areas for solar and wind farms. But the Trump administration said it would reopen the Obama-era plan in 2018 and make way for renewable energy projects.

So far, federal officials have not made any changes to the wilderness plan. The Bureau of Land Management did not respond to a request this week about the status of its review.

BLM spokesman Jeff Krauss said in a written statement that the agency “supports an all-of-the-above energy approach that includes oil and gas, coal, strategic minerals, and renewable energy sources such as wind, geothermal, and solar.” can be operated in public places and subject to the free market”.

2:29 PM January 1, 2020: Due to a calculation error in the original project documents, an earlier version of this article incorrectly stated the cost NV Energy would pay to produce the solar panels and batteries together as $42.83 per megawatt-hour. One of the most important things to know about solar thermal (thermal) energy is that it is carbon-free, meaning it does not produce carbon dioxide, nitrogen oxides, or sulfur oxides—all gases that scientists believe contribute to global warming. And unlike fossil fuels, which are finite resources that we will one day run out of, solar “fuel” is renewable as long as our sun exists! Solar thermal power plants like the massive Ivanpah facility in California’s Mojave Desert are nothing new. Between 1984 and 1991, nine of nine were built, and the Ivanpah Solar Generating System (Isegs) is the largest of them all. In fact, it’s not only the largest facility in the US, it’s the largest
